My time at the apartment was okay. It wasn’t great but it wasn’t terrible. However I will say, the move out process was not pleasurable to say the least. Upon receiving my bill, I noticed date inconsistencies. My move out date was wrong as well as the date I gave my notice to move out. The charges didn’t add up either as I was billed a day past my lease expiration date… Mind you, I moved out AND handed over keys nearly a week before my lease expired as I was told I could surrender keys early and give back possession of the unit to the property. My bill came out to roughly $101, which I didn’t mind paying if the charges were accurate of course. I emailed about the errors I found and waited a week for a response. After a week with no response, I sent a follow up email to prompt a response to no avail. Finally I called and did receive a new bill with adjustments and my new final bill went from $101 to $44. The final bill stated to contact the leasing office within 10 days to avoid account placement with a collection agency and they were about ready to already send my account to the collection agency when it was their fault for not responding to my email in a timely manner. Additionally the final bill states if you have a balance due to log into your portal 20 days after move out to remit payment. I received my final bill after that 20 day window so there was no possible way for me to conveniently make that payment online. I had to get a cashiers check and drive all the way over to hand a $44 check to them or wait for the collection agency to contact me for payment.
The same way apartments try to obtain new residents, they need to supply that same customer service to tenants moving out. There’s no reason why I shouldn’t have been able to make payment a $44 payment online as it was not my fault, I didn’t receive the bill until after that 20 day window. It feels they don’t want to handle previous tenants accounts anymore so it’s easier to just hand them over to a collection agency for their convenience.
Finally, I was a tenant before Bell Partners came and my security deposit was $200. It is my understanding under Bell Partners the security deposit is now $250. After doing calculations to understand the bill, I found it rather interesting how the final utilities amount came out exactly to that $250 plus another $50 less my $200 security deposit.

Pros: location is convenient, my unit was relatively quiet, because I had an attached garage, I didn’t have to deal with parking concerns, maintenance is responsive and friendly.
Cons:
Apartment was not move-in-ready. Floors were gouged and needed completely replaced, blinds and outlets were broken, missing, and cracked, patio door was jammed, kitchen sink was leaking profusely, washer and dryer were not installed, and the refrigerator and microwave were not plugged in.
Paint splatter and grime all over the kitchen
Poor insulation- my electric bills were over $400/month in hot months with A/C at 74 and lights off.
Poor quality of fixtures- “upgrades” were made to fixtures that didn’t need them leaving them in a worse state than when I moved in.
Fixtures and cabinetry were mismatched.
HVAC was so noisy I never adjusted to the loud banging and slamming when it turned on and off.
Staff in the office do not answer phone and have turned over completely at least 3 times in the 2+ years I lived there.
I broke my lease to move out of this community.

Bell Starwood is a hidden gem! The location is super convenient—close to everything you need but still tucked away in a peaceful, quiet community. The rent is priced just right for the area, and the value you get is hard to beat. Special shout-out to Junior, the maintenance lead—he’s always quick to respond and takes real pride in his work.
