Living at Noel on the Parkway was one of the worst rental experiences I’ve had. Here’s the full story:
• Roach Infestation: Despite keeping the apartment clean, we constantly dealt with cockroaches. Management repeatedly blamed us for the issue, even though previous tenants told us they had the same problem. Clearly, it’s a recurring issue the complex refuses to fix.
• Unfair Charges: After moving out, we were charged $200 for carpet cleaning, even though it was clean. We were also charged $110 for the electricity meter removal, which was apparently done by the electric company on “our request”, something we never authorized.
• False Promises & Poor Maintenance: When we moved in, the unit was not cleaned. We took photos/videos and reported it to management, no resolution. The kitchen had old, worn-out fixtures, and instead of replacing anything, they just painted over previous stains to make it look presentable.
• Blame Culture: Any issue raised during our stay, from pests to repairs, was met with finger-pointing instead of accountability or real solutions.
Avoid this place unless you’re okay with living in filth, being blamed for management’s negligence, and getting charged for things you didn’t do. You’re better off literally anywhere else.

Beware!!! Stay away from these apartments and save yourself few hundreds of dollars on moving out.
I stayed in an apartment in this community for 23 months. 2 weeks after moving out I got a bill of $404.75 after deducting my $300 security deposit, which had cleaning charges and carpet replacement charges.
After talking to the office staff (don’t want to mention the person’s name), she told me that they change the carpet after every tenant. This is the standard they as a management company have set, and they expect you to pay the charges after moving out, which is nowhere mentioned in the 36 pages lease and which I did not sign up for.
When I asked what were the damages on the carpet, they started mentioning that according to the contractor the carpet had to be changed.
As per the images below, there were no damages or stains on the carpet, and the carpet was returned in the same condition as it was when I had moved in, just the furniture marks which cannot be avoided (can’t keep the furniture floating in the air) and which is considered normal wear and tear.
I would have considered if they would have charged me with carpet cleaning charges since I stayed in the apartment for 23 months. When I told them that I will take further action, they credited $200 to the charges applied (with still an outstanding balance of $204.75 after deducting $300 deposit for cleaning charges), but I still haven’t received any information regarding what damages or stains were caused to the carpet from my end.
I had to pay the charges to avoid it from going to collections and affecting my credit score, since they take about a week to reply back to my email or won’t reply until I follow up.
I have stayed in many rental properties before this, but haven’t had such bad experience or had to bear such charges.
